Editorial: A fee on filthy runoff is not a ‘rain tax.’ Do you want to swim in sewage?

STAR-LEDGER – If only it were just about rain. A bill that now sits on Gov. Phil Murphy’s desk has been dubbed a “rain tax” by Republican critics.

This has oodles of bumper sticker appeal, but no: Nobody is taxing the rain. Murphy should sign this bill, which simply allows towns to fine big property owners for their stormwater runoff.

Because this isn’t about nice, clean rain — it’s about water that pools up in a large parking lot and flows over our streets, picking up fertilizer, pesticides, oil from cars, salt from melting sidewalks and dog poop …
